I kind of get the impresson that you, and a lot of other people in this thread, live in the area or in the desert area in general.

That's certainly ok, but keep in mind that you knew the danger when you saw the rain. You are knowledgable about such areas.

Death Valley is a National Park and, as such, not only draws lots of tourists who don't live and know such areas, but this is the point of the park itself -- to draw tourists from all walks of life.

As such, there is a burden that the State/U.S. is volunteering for, and this is protecting tourists and letting them know of dangers that they may not be used to.

The State/Park puts itself in a position of trust, and we generally trust that they will take care of the tourists (like me).

It's like a roller coaster -- we all take our chances and if something happens, it happens -- but if the people who own it don't maintain it, or worse, decide they'll get to that loose bolt after the park closes, and disaster strikes, it's a different story.

I am postulating that may be the case here.

I do agree in personal responsibility, but that has to do with ALL of us, myself, but the State, too.
