You have to understand that when the SC drew up the maps for the so called "desert protection act", they had no idea what was on the ground. They drew the maps up in the gay bay with 1/2 inch wide markers. The original version even included some housing tracts. That showed how much "investigation" they did.
In 1972 the SC published a list of their goals. One goal was to remove all mechanized methods of transportation from public lands. They have never recinded that goal.
