Wilderness Comedy

I went up Swansea road road last month and saw an inteserting sight. They had a red "Route Closed Wilderness" sign right next to the road, in the middle of a well-worn side road. Not more than 100 feet was a big spoil pile from an old mine. They didn't want people driving the short stretch to the headworks.
How would somebody rationally explain this?
