Actually it was the middle of the night, but you got the rest right.
I think the cars might have been coming into FC from the north.
It's a 15 minute exposure on a Canon 10D, with a bit of clean-up done
afterwards. That greenish cast sky-glow is partly generated by the
camera but I think it's also a reflection of the overall sky-glow in
the Owens Valley.
