there were no cal trans workers because they were probably driving back to base to get the signs. if a thunderstorm pops up it could take hours to go get the appropriate signs and bring them back. in the future all cal trans employees should carry every possible sign they might need at all times to cut down the delay in putting them up, or our state taxes should be raised to allow for the stationing of one worker every 5 miles on all highways in the state with signage on hand so that there are no delays if signs are required to warn travelers of trouble.
