Uh, I guess I missed the details, but it appears a citizen "broke the case open," and the suspect was located by the CHP, who then directed Mr. Brenner to the location. So what details am I missing that make him such a hero? It's his job to catch bad guys, remember?
One good catch doesn't excuse years of abusing the public in general.
