There are laser devices that can tell shift in height. Volcanologists use them to measure "swelling" of a mountain to help predict when an eruption is on the way. It would involve mounting reflectors at strategic locations. Unless they were very hard to vandalize, someone would have to safeguard them. Otherwise, the data reliability would be questionable.
