Not much economic development occured in the Owens Valley after the lake died and yes the story is complicated but the fact is the lake bed is dry and the pollution was created by LA Water. They spent huge sums of money fighting the cleanup. Now they have to clean it up. I am very familiar with Mulholland and his sad life. He was a major part of two disasters. The ruin of owens lake and the collapse of a dam because his ego got in the way of good advice. The dam should never have been built where it was. No doubt lots of people and economic development occured due to the water but in the LA area not Owens Valley. It was and is a facinating situation. Zardoz
