Neighborhood speeding is not the problem and has always been kept in check by speed traps in these small towns. It is poor drivers out on the open pairie that can't seem to drive with the traffic pattern or stay to the right. Remember without these city folk pumping millions of $$$ into the local economy you wouldn't have a pot to &*^% in.
