Visit www.nps.gov/deva Choose Management Documents and then choose the Superintendents Compendium. It lists the rules as specified for the use of hores and livestock (which includes Camels) Pretty much you will be able to explore at will, stay off paved roads though, and not aloud to openly graze all feed to be packed in. But read that document and you will get most everything you need.
