When someone tailgates in that situation, it seems like the tailgater is taking out their frustration at the overall traffic slowdown on me. When in those situations, I will open up traffic in front of me to give the impatient one room to pass so they can ride the guys bumper in front of me, but we both end up "down the road a piece" at roughly the same time. Like you said common courtesy (or uncommon as it may be nowadays) is really the best prevention of road rage.
