I understand the concept of tailgating to "indicate a desire to pass" (and I always defer to that type of "request") if there's only maybe 1 or 2 cars ahead but I was referring to tailgating where there is an obvious long line of cars like 10 or 20 cars. When someone tailgates in that situation, it seems like the tailgater is taking out their frustration at the overall traffic slowdown on me. When in those situations, I will open up traffic in front of me to give the impatient one room to pass so they can ride the guys bumper in front of me, but we both end up "down the road a piece" at roughly the same time.
Like you said common courtesy (or uncommon as it may be nowadays) is really the best prevention of road rage.
