Well most of the big thunderstorms that do most of the damage
happen in the late summer. But they can happen during large
winter storms. I'd personally stay out of Goler if there were
large clouds hanging over the southern Panamints. It does take
a powerful winter storm to push enough mositure over the Sierras
to drop much rain on the Panamints. I'd recommend getting a
last minute forecast and if favorable drive down toward the bottom
of Goler while watching the weather. Remember that getting down
from Butte Valley through Warm Springs Canyon involves some
washes as well, so be cautious of the weather on that side too.
