Any attempt to impart rational behavior to our public servants will only result in greater frustration for you. You have to look to the "greater good" agenda which calls for returning public land to its undeveloped state for an answer. And don't forget the most common answer of all: no money, not enough staff, too much to do, not in this fiscal year's budget, etc., etc.
