I was always told that a streaming vortex was a hybrid of dust-devil and whirlpool parentage. Depending on where you are in relation to it when it occurs, you could be in danger.
Kind of like when you've had a few too many at the pub, and you're bent over watching your expectorate swirl away in 3 dimensions, is what I was told.
