1. Write a letter to Martha, but don't seal the envelope.
2. Contact the Chamber of Commerce for Martha's Social Security Number (tell them why).
3. Take the unsealed letter and SSN to your local office of the Social Security Administration and ask them to forward it to Martha's last known address.
4. The SSA people will possibly inspect the letter to make certain it contains no threats, etc., then they will hopefully mail it.

Few people know that the Social Security Administration will provide this service, but I've been doing it for years.
