Saline Valley conundrum

This is a question not a statement, OK? Since Saline Valley hot springs are in a National Park, which is for all visitors to enjoy, not just one segment of the population, do visitors to Saline Valley hot springs have the right to NOT see people bathing in the nude? Who gets priority in the use of these springs? Do visitors have the right to see Saline Valley hot springs in its pristine, un-improved ie; no concrete pools, state? Just wondering.
