There are not many place a group of 25 vehicles could all camp in one spot anyway. Here is the rule covering your question.
Overnight group size is limited to 15 people and no more than 6 vehicles. Larger groups should plan on splitting up into smaller groups and camping at least 1 mile apart. Contact the Chief Ranger for a Special Use Permit at (760) 786-2331
