A reply I recived from the NPS Technical Information Center about a month ago:

Unfortunately, document - DEVA 143/D1726 has yet to be scanned. It is in three volumes and spans about 1900 pages altogether. If you would like to order a hardcopy the cost would be approximately $100.00 (depending if there are oversize maps & binding) or an electronic copy in a .tiff or .pdf format would cost approximately $200.00.

Notice: Document and drawing conditions are based on the original source material and the scanning technology available. For the best copy possible, full-size drawings are recommended."
