I can confirm that descending Dry Bone Gulch from the White Top Mtn. Road does require ropes or ladders after the first short waterfall. Supposedly one can traverse the scree but it didn't look like fun to me.
I'm sorry, I don't know first hand about neighboring Big Horn Gulch. But Digonnet writes that it is doable for "serious hikers" but there is a 60 ft. waterfall that needs to be scrambled around. Very, very lonely place...
