Strategy for Saline V. Rd repairs?

Jailhouse lawyer in me speaking. Isn't BLM concerned about businesses getting their product to market? Didn't the gov't build roads for loggers to get trees out of gov't lands? So how can we use this precedent to our advantage? The lease holders at the Willow Springs talc mine cannot get their product to market because the road is washed out! Can they raise a ruckus to speed up road repair? Whatdya think?
