I was at El Mirage yesterday. They were running the time trials, which attracts a lot of spectators. Usually, the regulars know it will be hot and are prepared or leave. There are medical personnel present when the cars are running.
The last meet in June required the medics to treat a heat exhaustion case. I am yesterday's victim was in good hands, as long as it happened during the event.
It was 108, but with a bit of breeze. Very comfortable, considering.
