Just a guess here, but the "friends" referred to on the sign maybe were of the "Friends of Briggs (FOB)" which is the small group that has been maintaining the two cabins and road for many years.
Only recently there has been a hugh spike in the popularity of these cabins. The result, sadly, has been an increase in inconsiderate visitors who leave much to be picked up and fixed, as well has putting greater stress on the many "amenities" and facilities of the cabin.
This has led to the further problem of the FOB never being able to have the place to themselves to conduct very necessary repairs and cleanups. They've been discussing this problem with a number of desert regulars and agencies to reach an understanding that their occasional visits are necessary to the upkeep of this fantastic destination, and by and large, I've heard most accept this.
However, just like the word about some of the best backcountry destinations sometimes doesn't get out to the public, word about this problem has also been somewhat on the quiet, and this may cause misunderstandings.
Now, if the party you saw over Memorial Day weekend was NOT FOB, I entirely agree with your point. Yes, these cabins are supposed to be available to the public 1st come, 1st served.
On a personal note, I'm not among the FOB clan but I join others in supporting their having priority access to the camps for their necessary work. In fact, I am very grateful to them for all they have done and given to the public.
But, again, given the growing popularity of these, and other finer backcountry cabins, I no longer plan or expect vacancies on such accommodations over holdays, even with an early start, nor even on weekends. Personally, nowadays, I only plan to enjoy a cabin on weekdays away from holidays, and I always bring my tent, just in case.
