I'd say the best bet would be to stop at one of the Forest Service offices and ask. Back in the early '80s there was a big shut down of the former open shooting areas, and that trend has continued.

I know many areas are so remote that target shooting is frequent, although whether it is legal, I don't know. To be safe, either be remote or ask.
