Airing down and Air compressors

Airing down -
Is it necessary or just a good idea to air down on washboard roads (for example, Racetrack Valley Road from Ubehebe to the Racetrack)?
If so, how much? I don't plan on doing anything worse than washboard roads. A little background: I have the standard goodyear tires that come with a 2WD Toyota 4Runner (yeah, I know these are junky, but I can't afford to get my BFG AT's yet). These tires have a standard pressure somewhere in the low 30's. I had a blowout a couple of years back on Wingate Road in PV, and I figure it was because of the high tire pressure and the lowsy tires themselves (no sidewall protection). Anyway, I was hoping to get some tips from the wonderful group at Death Valley Talk.
Air compressors -
I know this has been asked several times, but I was hoping to get some recommendations on a cheap air compressor, in the $50 range. I've heard that the Truck Air is good because it doesn't heat up. I've seen some Craftsman air compressors at Sears, but again I was hoping to get some tips from y'all. What about the cordless portable air compressors?
