The water line is not clogged! We were up there two weeks ago and did the same thing, toured it with Donna. Several of us hiked the canyon as she was a passenger in a truck. We told her the burros have "cripped" and "bent" the lines in several places. The first being at the visible water source from the road, about a mile up from Ballarat. Second bend is about 1/4 mile up from there and then the last "kink" is near the blue barrel. We unbent several of them and water started to flow again, filling up her tank. It was also recommended that she replace the pressure gauge as with the release valves at the junction near the cross roads. And we did blow the lines with an air compressor. This is a very complex process as to not blow the joints apart.
Once that line bends, it will always bend with out support. She needs to replace several sections up there to fix this.
If you don't know how to use air in the line, you will blow the joints apart. This has already happened and is the cause of most of her problems as with the burros walking over the lines.
It has been brought up to the attention of the BLM who plans to contact a Boy Scout troop to assist with rebuilding and fixing the lines as a service project.
