That sounds about right, Maddog. Most of the "feel good" laws don't accomplish what they set out to, and many times make things worse, or create new problems. Considering crows in the Central Valley as "migratory" birds, and thus provided some coverage has allowed their population to explode. You should see some parts of town - crap all over from them spending nights in town, raiding croplands during the days.

I visited the tortoise area in the mid 80's, and it appeared like it didn't get much traffic. I didn't notice shells by the fence posts, but on the self-guided tour I did run into a tortoise, which was a treat for my small sons.

The Yucca Mountain nuclear waste project thought they'd better get an idea of how many tortoise were on their property, so they baited humane traps and waited. They'd catch a tortoise who thought the food looked good; measure & record some basic info; then band and release. Guess who they'd catch next? Same tortoise looking for that easy meal!
