Watch out, fowks. This is a re-heat of the old RS 2477 hassle. This issue has been used by ever'body on both sides of the access issue - from miner who claimed that all public lands were "open" to road building to counties that were opposed to wilderness designations. RS 2477 was part of Mining Act, a part that was repealed and has been dead for generations. Interior Dep't policy (pre-Bush)is that it will need legislation to work. Just saying that RS 2477 is coming to life will not guarntee access on your pet trails, or open the west to chewing up by bulldozers.
