I'm no expert in international law, but I seriously doubt it. The other question to ask: if you don't pay, then return to the States and get pulled over again, do they have a record of your previous non-payment? I dunno.
Note that in California if you are going more than 20mph over the speed limit, you can be cited and even arrested for "reckless driving." But usually you just get a citation. About 15 years back, a buddy of mine was arrested in Nevada for speeding on highway 395(110mph?), but he was probably rude to the cops.
