I believe that one of the National Forest Acts called for the forests to managed "...for the use of all." No, I can't quote it exactly, nor do I know what act mentions this, so I may be completely off base. But any time you impose a fee, you're cutting off a segment of society from access. To those who earn minimum wage, a $20 entrance fee (Yosemite, and if there, why shouldn't that fee spread to other areas as well?) is significant.
