If one would care to look up permian in their Funk & Wagnal, they would find the following defination.

Permian adj[Perm, region in eastern Russia] of, relating to, or being the last period of the Paleozoic era or the correspondiong system of rocks.

Thus I do not know what permian dioxide really and truely is. Perhaps the cheese you are thinking of is smegma.
