My wife, an engineer with the California Dept. of Forestry and Fire Protection, personally helped a Forest Circus employee prepare his gear before he set out one night with ATV, night vision goggles, etc., to patrol part of Tahoe National Forest. He was there because he'd been tipped off to a kegger party up in the woods, possibly involving (oh my!) underage drinkers.
Moral of the story: privacy is getting harder and harder to find. The philosophy seems to be that when public safety is involved, the ends justifies the means.
