Sometimes I think the US is pushing these onerous environmental restrictions upon us so we don't appear to speak out of both sides of our mouth when we tell developing nations they need to save the rainforest, savannah, etc.

We have modified our environment to suit our needs at the expense of extinctions, and we've learned from it. Now we tell developing nations they shouldn't modify their environment using the same mining, logging & other resource utilization methods in order to maintain biodiversity (however successfully we are at convincing them).

So it seems like we're increasing wilderness lands to reach some percentage of land mass we can point to as our heeding our own advice.

We've come a long way from paying upper Midwest farmers to drain wetlands in order to make the land productive for corn & wheat, for which we were already paying them NOT to grow.
