All "improvements" are budget-driven as is this one. Maintenance of existing dirt roads can, and will, suffer from neglect because the "budget has no more money for maintenance".
As to "leaving the backcountry alone", it won't happen. Count on more restrictions.
It is much easier to manage visitors when they are restricted to the main roads and resort areas.
