Funny, I asked that same question to the ranger I bumped into at Ubehebe on April 2. We had just come in from Beatty, we were on our way to the Racetrack, and had expected to pay at the little booth before Scotty's but nobody was home. I got a little nervous when the guy followed me to the turnoff so I pulled over and walked back and asked him. His response? And I quote...
"Hey, if you can't pay, you can't pay. No big deal."
Then he proceded to tell me how easy Lippencott was these days...
