I just had to jump in here, as I work at China Lake. I have probably seen most of the range areas, both north and south, including the far southern end of Panamint Valley at Wingate Pass. I spent much time in this particular area, and never saw anything like what you are describing. I have worked at China Lake for over 15 years and have seen much of the wild areas, and I can say for sure that they take better care of the "environment" than the National Park Service... there are canyons full of petroglyphs without a single speck of spraypaint on them, there are wild horses, bighorn sheep, eagles, and more. Some days I get to drive up to the top of mountains, and those days I really love my job!!
