It pretty much works on the honor system. I arrived at Furnace Creek well after sundown (long after the Visitor's Center had closed for the night); it was understood, though, that I should go back the next day to buy a pass. One other thing to consider, I think (but I really don't remember anymore) that a pass purchased at any National Park is good at any other, as long as it's within the stated 7-day period.
