Happy Canyon was closed as part of the 1994 Desert Protection Act. It will dang near take an act of congress to undo it.
Surprise was closed due to eco-kook litigation. This may be appealed, but don't bet on it. There are not many deep pockets around to fund politically incorrect causes as re-opening the trail/road
