The road you mentioned that goes south from Jail to Hall Canyon is now closed due to the Desert Protection Act. It tranverses through the Surprise Canyon Wilderness Area. Rowland Cabin has fallen on hard times. On a recent visit the cabin interior was throughly trashed and rodent infested.
