Art was exactly right in saying that the blooms are somewhat related to the El Niņo cycle. This year looks like a bust, at least here in southern, Southern California. However, keep your fingers crossed for good flowers like there were in 1998. The following is from the Climate Prediction Center at NOAA:

Outlook
