Reminds me of a time in Utah. An area that banned fires (even in a BBQ). I asked what the fine would be, for yucks. He took it as me checking out whether it was worth it to break the rule or not. Several questions to both rangers yielded no info. Meaning, no serious fine, if any.
Pay the entrance fee if the kiosk is open. Don't sweat the fee if you roll through after hours and remain in the park
