Specific to your question:
Goler Wash - better than normal
Mengal Pass - normal
Lippencott - normal
Hunter Mtn - normal
ALL of the above are easily passable to a stock TJ under normal conditions.
As for Steel Pass, sorry, I don't have specific details to pass along on its current condition, but it too, under normal conditions, is passable to a stock TJ. Warning: Steel Pass is very remote and not often traveled, compared to other routes mentioned above. If traveling alone, bring LOTS of food and water just in case, as it may be several days before another vehicle comes by.
