All vehicles driven within Death Valley National Park must be legally licensed for use on the street, even if being used on unimproved/rough roads such as the Panamint loop. Driving off of approved roads is strictly prohibited within DVNP so you cannot avoid the roads by simply riding off of them. Regarding Ballarat to Panamint Springs, Panamint Springs is an inholding entirely surrounded by Death Valley National Park. You do the math :).

Best bet for the Panamints is probably a Yamaha TW200. Small, slow, cheap, fat tires to give you the traction of an ATV so it can climb like a billy goat and has floatation on sand unlike skinny dirt bike tires. And has that all-important license plate that makes it street legal and thus usable inside DVNP.
