Technically the permit is "required" but it's only to let you know the rules and if you fail to get one there is really no penalty. I worked for the Forest Service for 28 years in fire suppression and asked many people for campfire permits over the years. If they didn't have one, I gave them one and also gave them a little lecture about fire safety and liability. There may be an overzealous law enforcement type out there who has cited for not having a permit, but in the career I had with the FS, I never heard of anyone giving or getting one. Having permits available online seems like a very good and easy way to not only issue them but also to get them and not have to worry about it one way or the other.
