Yup, I didn't think they issued citations. So are they optional or are they technically required? (BLM, NPS, etc.) Or are there different rules in different jurisdictions? The web site says "You Must..." have a permit. That's why I was wondering if it is even possible to be cited for NOT having one, or is it at the discretion of the Ranger, etc. I personally never have had one, nor have I ever been asked to show one.
