On the left side of the page is a link that says "Open for Comment". Click on that, and look for another left column link: "Comment on Document". You can enter comments there. I'm pretty sure yo can also mail comments in the old fashioned way, or email them to the park's general email address.
In my experience, the NPS actually does look at the comments, but it can be surprising how few comments are sent. In this case, however, it looks as if they have already modified the scope/scale of the plan as a result of comments received in the first round of scoping.
