getting to emigrant camp

I am a little confused about the current road closures hopefully someone can help. It seems like the only way to emigrant camp right now is either through daylight pass or Amogrosa on the east side. Is this correct? I am also getting a little more respectful of these July trips, even though I have never needed help of any kind and I always have a week supply of everything, This time I will be carrying a PLB which has a "non emergency assistance" button. Who should my family call if I need this? The park service does have a after hours help number which they have always been instructed to call if need be.
